No. You make a single RRQ with all the information required for the terminals and gateway in one go. You are a single device that happens to contain collocated terminal and gateway.

It is perfectly possible to register a single H.323 device with multiple functionalities. To put this another way, EndpointType, which is an element of RRQ, is a SEQUENCE.
