Hi, Terminal label structure was carried from H.320 to identify a specific terminal for chair control and similar functions. In communication mode command for a broadcast conference you may not need to identify specific terminal. The default applies to all non specified terminals. Roni Even Polycom Israel

You may always choose to build an MCU that acts as if it was multiple ones to get beyond this limit. This should be fine for quite a few participants. Also, note that if all you want to do is broadcasting, you should follow recommendation H.332 -- which is much more suitable than trying to negotiate capabilities between some 1000 participants.

I think that in the conference type of broadcast ( one speaks and others listen ) the limitation is a little severe..
