From what I read, IP_TOS is back in Win8 and Server 2012.

FYI there is the macro PTLIB_CHECK_VERSION(major,minor,build) that was added in the late 2.10's to allow for conditional compile against various PTLib versions. So,

#if PTLIB_CHECK_VERSION(2,12,0) // new stuff #else // old stuff #endif
